Well, that may be expecting too much of a project that doesn't even have a set plan.
Anyway, I have some ideas. Kind of sci-fi-esque, but not that much:
It occures In the not so distant future.
-Most of the landmass has become a desert and, as expected, very little rain falls. The little that it does, is of acidic nature, ruining whole cities.
-The atmosphere is almost unbreathable without some kind of apparatus working as a filter.
-The clouds are a mixture of water with a number of other chemicals, in other words, the majority of the water in clouds is not even close to what we know as water.
-Striving to survive, some humans settle in the few cities that remain and start building domes to protect themselves.
-The ones that enclosed themselves know that, in due time, the rain will make its way into the settlement to poison and ruin the city they live in.
-The story could be of how the people try to get by with what little they have. Either a single story or fragmented stories of them struggling with hunger, trying to dig themselves a new city under the rocks before the rain comes in, the people outside trying to come in and a few of the ones that are in wanting to go out.
Some stuff like that. Not a happy story as a whole, but maybe, if done right, with some kind of message or something.
