There's a thread around here about this somewhere I think, but I'm feeling helpful and I just did this last night myself.
You just need xp3-tools
(courtesy of insani) to extract the archive. Convenient thing with this one is that it's already capable of decrypting the *.xp3's for Fate.
Step 1: download and extract the xp3-tools.zip (for simplicity's sake, toss the xp3-tools folder you extracted into your root C:\ for easy access)
Step 2: open a command prompt (start -> run -> cmd)
Step 3: This step is explained in the readme that comes with xp3-tools, but I'll be helpful and just put it here

xp3-extract.exe "C:\Program Files\Fate\bgm.xp3" "C:\Program Files\Fate\bgm" fate_full
Voila, you've got your music extracted, feel free to trash the *.sli files, they're just there to inform the game at which points to loop the music tracks.
The same can be done with the image and video archives as well.
Oh, and they're *.ogg files, so you may need to convert them to *.mp3 or whatever using another program like Audacity or something.
